In Alès, an agreement to validate the “polluter pays” principle

The polluter pays principle will be applied in Alès. This is the whole meaning of the agreement signed between Max Roustan, the mayor, the commissioner Emmanuel Dumas and the president of the court Simon Lanes.

Signed on the sidelines of the Intercommunal Council for Security and Crime Prevention (Cispd), the agreement increases the powers of the mayor in matters of contravention. “In the event of damage to a municipal building or illegal dumping noted by the municipal police, the rural guards or the environmental brigade, I can offer the offender financial compensation for the damage they have caused. Of course, the magistrate's agreement is required. This procedure is not valid until a complaint is filed,” explains Max Roustan, rubbing his hands. It is the municipality that directly recovers the amount of the repairs.”

In 2024, the procedures initiated by the ticketing officers would have allowed the municipality to recover nearly €15,000.

Composed of the sub-prefect Émile Soumbo, the gendarmerie services, the national police, the municipal authorities, social landlords, national education, associations, etc. and chaired by Christophe Rivenq for Alès Agglo, the Cispd allows the presentation of the prevention actions carried out in the territory in a context of rather sustained delinquency.

In the police zone, 3,500 incidents were recorded. “That puts us at a third of the volume of delinquency in Nîmes”, says Commissioner Dumas. A rate which is comparable to the 45,000 inhabitants of Alès compared to the approximately 150,000 inhabitants of Nîmes. “These figures force us to remain humble.” Same story for the gendarmes of Captain Geniez where a 9% increase in cases has been noted.

Christophe Rivenq assured that “the political will was there to continue the fight against delinquency, particularly drug trafficking. There is work being done to think about video protection cameras. We are rethinking our strategy”.

Like the sub-prefect of Alès, the head of the agglomeration highlighted the good coordination of all security services and welcomed the good results of the House of Justice and Law with “more than 8,800 Alès residents who were welcomed.”
