According to Charles Michel, Russia is flagrantly violating international law. Therefore, her membership in the organization after the start of the war in Ukraine suggests that the UN Security Council is “strongly acting up.”
Chairman of the European Council Charles Michel believes that it is necessary to create a mechanism for suspending the membership of the Russian Federation in the UN Security Council . In an interview with the RTVI TV channel, the official said that if Russia, violating international law, is a member of the UN Security Council, then “there is a flaw in international law.”
Michel clarified that this is not about the complete exclusion of the Russian Federation from the UN, but about the suspension of membership in the Security Council.
“I think that there is a flaw in international law, since a permanent member of the UN Security Council, in this case Russia, is blatant in a way violates international law. From my point of view, a mechanism for suspension of membership should be established,” Michel said.
According to him, it is not yet possible to create and implement such a mechanism, since this will lead to a dead end in the very concept of the Security Council. However, the official believes that after the start of the large-scale invasion of Russia, this concept already “greatly went wrong” and had many difficulties in functioning when resolving major international problems.
“So I am among those who believe that sooner or later the reform of the functioning of the UN will be mandatory,” said Michel.
The President of the European Council added that the likely deep reform in the UN Security Council will lead to the fact that it will be more represented by the countries of Africa and Latin America, which currently have small representation in the organization.
