During the war in Ukraine, cases of illegal use of numbers of the Armed Forces of Ukraine, the National Police, the National Guard and other law enforcement agencies became more frequent. Now, this is punishable by a fine and possible deprivation of rights for up to 6 months.

The Verkhovna Rada has toughened the responsibility of drivers for incorrect or illegal use of license plates. The corresponding bill No. 7365 was supported by a total of 274 people's deputies.

The draft law singles out fraud with car numbers as an independent norm of administrative offenses. A separate article 121-3 has been added to the Code of Ukraine on Administrative Violations for this.

In Part 1 of Art. 121-3 provides for a penalty of 850 hryvnia (50 tax-free minimums) for such traffic violations:

  • Driving a car without license plates
  • Driving a car with a license plate that does not belong to him

  • Using a non-standard license plate (upside down, covered, dirty, not illuminated).

In addition, in part 2 of Art. 121-3 of the Code of Administrative Offenses introduces liability for the illegal use of special numbers of the Armed Forces of Ukraine, the National Police, the National Guard, the State Emergency Service, other law enforcement agencies and special services. In this case, the punishment is much stricter – a fine of 1700 hryvnia. In case of repeated violation, this amount increases to 3,400 hryvnia, and the driver may be deprived of his license for 3-6 months.

The explanatory note to the bill states that cases of disguising license plates with the help of special films and varnishes have recently become more frequent , stickers, overlays, as well as the use of 3D numbers prohibited in Ukraine. Such tricks do not allow auto-fixation cameras to read license plates and violators can escape punishment.

In addition, during the war, unscrupulous drivers began to illegally use special license plates and at the same time deliberately violate traffic rules. This not only casts a shadow on the defenders of Ukraine, but also lowers the level of road safety.
