Ukraine proposes to introduce new fines for pedestrians

Reflective elements on clothing are mandatory for pedestrians at night from 2020. But since there is no punishment for violators, citizens often ignore this requirement.

In Ukraine, it is proposed to punish pedestrians who move at night without reflective elements. The corresponding draft law No. 8156 was registered in the Verkhovna Rada.

The bill amends part 1 of Art. 127 of the Code of Ukraine on administrative violations. For driving on the roadway or roadside without reflective elements on clothing at night or in conditions of limited visibility, pedestrians face a fine of 51 hryvnia (three tax-free minimums).

The explanatory note states that the requirement for pedestrians to have reflective elements at night appeared back in 2020. However, the liability of violators has not yet been provided, therefore, citizens often ignore this requirement. Accidents due to low visibility of pedestrians are not uncommon.

According to the author of the bill, its adoption will reduce the number of accidents at night or in poor visibility conditions and increase the level of road safety.
