The Ukrainian side has not signed an agreement with Russia. Moscow will sign a mirror agreement on the corridor for the export of Ukrainian grain with Ankara and the UN.
On July 22, in Istanbul, representatives of Ukraine, Turkey, Russia and the UN signed an agreement on a corridor for the export of Ukrainian grain across the Black Sea. However, the “Initiative for the safe transportation of grain and food from Ukrainian ports” was signed by the Ukrainian side only with Turkey and the UN, according to the Telegram channel “Dom”.
The document says that control over the ports of “Odessa”, ” Chornomorsk” and “Yuzhny” were and remain entirely for the Ukrainian side. The presence in these ports of other ships, except for those that should ensure the export of grain, food and fertilizers is not provided.
It should be noted that a Ukrainian delegation headed by the Minister of Infrastructure of Ukraine Oleksandr Kubrakov arrived in Istanbul to sign the document. The delegation held a meeting with UN Secretary General António Guteres, during which the issues of the “grain corridor” and security for transport ships were discussed.
On the Turkish side, the agreement was signed by Turkish Defense Minister Hulusi Akar. Turkey and the UN will sign a separate mirror treaty with Russia. According to Kremlin speaker Dmitry Peskov, Russia's Defense Minister Sergei Shoigu will sign the trilateral agreement on behalf of the Russian Federation.
“Yes, we can confirm that Defense Minister Shoigu went to Turkey. We can confirm that the signing is being prepared today, but let's wait, let's not get ahead of ourselves yet,” Peskov said.
Ukraine will not sign agreement with the Russian Federation
The Office of President Volodymyr Zelensky previously stated that the Ukrainian side would not sign an agreement on the “grain corridor” with the Russian side. In particular, adviser to the head of the Office of the President of Ukraine Mykhailo Podolyak said on his Twitter that the Ukrainian side will not sign any documents with Russia.
“We sign an agreement with Turkey and the UN and assume obligations to them. Russia signs a mirror agreement with Turkey and the UN,” he wrote.
In addition, Podolyak noted that, as part of the agreement, all inspection of ships will be carried out by joint teams in Turkish waters and there will be no transport escort by Russian ships and the presence of representatives of the Russian Federation in Ukrainian there will be no ports. And in case of provocations from the Russian side, an immediate military response will be given, Podolyak stressed.
