“Usurper of the place of the USSR”: Ukraine initiated the exclusion of the Russian Federation from the UN

According to Ukrainian Foreign Minister Dmitry Kuleba, the Russian Federation illegally takes the place of a permanent member of the UN Security Council, as it did not go through the established procedure. After the collapse of the Soviet Union, the sign “USSR” was simply replaced with the Russian Federation.

Ukrainian diplomats became the authors of an initiative designed to deprive the Russian Federation of its place in the UN Security Council. The Foreign Ministry is also trying to expel Russia from the Organization itself. This was announced by the Minister of Foreign Affairs of Ukraine Dmitry Kuleba on his Facebook page.

“Russia is a usurper of the Soviet Union's seat in the UN Security Council. Today we have taken an important step,” Kuleba wrote, explaining that Ukrainian diplomats At the official level, they set out their position in detail and with reason and explained why the presence of the Russian Federation in the UN Security Council and the organization as a whole is illegitimate.

“We provided detailed evidence of how 31 years ago the Russian delegation, in fact, simply occupied the seat of the USSR in the UN Security Council – a state that at that time ceased to exist – without statutory grounds for this,” the diplomat noted.

According to him, the Kremlin simply replaced the name of the plate – “USSR” with “Russian Federation”.

The head of the Ukrainian Foreign Ministry called this a gross violation of paragraph 2 of Article 4 of the UN Charter, which describes the only possible legal procedure for obtaining membership in the Organization.

For 30 years, this circumstance has been ignored. But, despite the opposition of the Russian Federation and others, Ukraine will not put up with such a forgery, the diplomat explained.

“The statement of the Ukrainian Foreign Ministry on the illegitimacy of the Russian Federation's presence in the UN Security Council and the United Nations as a whole” has already been made public on website of the Ukrainian Ministry of Foreign Affairs.

Kuleba recalled that since 1991, the Russian Federation has used the right of veto in the UN Security Council in 31 cases – twice as many as any other permanent member of the Security Council, and, according to him, it is only a matter of time before the actions of the Russian Federation will destroy the entire UN system.

Ukraine calls on the UN countries to deprive the Russian Federation of the status of a permanent member of the UN Security Council and generally exclude the aggressor country from the UN. In November, at a meeting of the Organization, Ukrainian President Volodymyr Zelensky advocated revoking Russia's veto power, explaining that one of the seats in the Security Council “is still occupied.”

According to Foreign Policy, American legislators representing the Helsinki Commission of Congress submitted a resolution calling for the Joe Biden administration to initiate the process of excluding Russia from the UN Security Council.

The resolution refers to “flagrant violations” of the Organization's Charter, in particular, an attempt to illegally annex part territory of Ukraine, crimes against citizens of Ukraine, the threat of nuclear weapons and other actions that cast doubt on the right of the Russian Federation to permanent membership in the UN Security Council.
