The number of job seekers registered with France Travail in category A (without activity) increased by 1.43% in November compared to the previous month, i.e. 44,400 more registered and 142,000 in three months. (3.145 million in total), according to data from the Ministry of Labor, published Thursday.

What the figures say

Taking into account reduced activity (categories B and C), the number of job seekers in France (excluding Mayotte) increased by 0.43% and stands at 5.487 million, according to the Ministry's statistics department (Dares).

Since the start of the school year, the reversal of the trend has been obvious, even if hiring has limited the damage, so far anyway. Because economists do not expect the situation to improve in the coming months.

The rules are changing

In its latest economic report, published in mid-December, INSEE estimated that the unemployment rate (measured in the sense of the International Labour Office, which allows comparisons with other countries) should rise from 7.4% currently to 7.6% of the working population by mid-2025.

An additional difficulty for France Travail, which must implement enhanced support for people on RSA in 2025. The context is tense at a time when new rules for unemployment benefits are also due to come into force on 1 January.

Monthly payment of benefits

The new text, validated by three unions, three employers' organisations and the Prime Minister, provides, in particular, for raising by two years the age limits from which senior unemployed people benefit from a longer period of benefits.

The obligation to have worked at least five months and not six months over the last twenty-four months to be able to register for unemployment insurance has been ruled out at this stage. Monthly payment of benefits will come into force on 1 April.
