A man detained at Trois-Rivières prison for beating and harassing his ex-partner was given the new contact details of his victim on a silver platter. A worker from the Direction de la protection de la jeunesse (DPJ) of Mauricie and Centre-du-Québec did not redact the woman's personal information when he gave a document to the inmate.
Denis* was surprised when he saw his daughter's school report last November. The new address of his ex-partner was written, clearly visible, on the first page, just at the top of the telephone number. Radio-Canada was able to view the document.
The problem is that Denis is a criminal who is currently serving a prison sentence. 18-month imprisonment for sexual assault, assault and harassment against the mother of his daughter. This sentence is accompanied, as in the vast majority of similar cases, by a ban on contact with the victim.
This information seems to have escaped the DPJ worker last December when he faxed the school report to Denis at the Bordeaux prison, located in Montreal. The criminal has since been transferred to Trois-Rivières.
According to the inmate, who himself contacted Radio-Canada, the lady had returned to live in a town in Mauricie at the end of the summer, but he had no idea of her address. It was hidden by the court, he said in a telephone interview. That addresses could leave the DPJ office like that is inconceivable.
The impacts of this blunder on the victim can be major, according to the head of clinical support at SOS Domestic Violence, Claudine Thibaudeau. The path to a denunciation and conviction is extremely stressful, she says, and the victim must, in many cases, start their life from scratch.

Madame Thibodeau believes that there is a danger even if the man is behind bars and he has -even denounced the situation. He was still found guilty of violence against her and these men are manipulators.
The attacker claims to no longer feel violent feelings towards his victim. However, he still has a serious legal past. He has spent several stays in prison since the beginning of the 2000s and has more than twenty criminal cases, notably linked to threats, harassment, assault and non-compliance with his conditions.
The inmate, a resident of Mauricie, was transferred to the Trois-Rivières prison in recent months.
According to documents consulted by Radio-Canada, the inmate himself made an official complaint to the Integrated University Center of health and social services of Mauricie-et-du-Centre-du-Québec (CIUSSS MCQ) against the at-fault worker on December 18.
An investigation was undertaken and the speaker admitted his fault while saying he was truly sorry. We can read in the analysis report that the manager responsible for the worker has made the necessary reminders to her employee and that an incident report will be entered in the worker's file.
Called to react, the CIUSSS MCQ did not want to comment on this matter for confidentiality purposes. Public relations specialist Guillaume Cliche maintains that the procedure to follow in cases of confidentiality violation includes disclosure of the incident to the victim, deployment of actions to better prevent and an assessment of the damage.
The victim would indeed have been informed of this blunder via the DPJ worker shortly after, according to Denis.
As for the latter, he will be eligible for parole this summer.
