Amateur rugby: “Unite all the energies we have in this department”, promises Cédric Garcia, candidate in the CD34 elections

After the federal and regional elections, it's time at the departmental level, this Saturday, December 14, with a lively campaign in Hérault where only Cédric Garcia's list was validated. Interview with the outgoing president.

The elections for the CD34 leadership will take place on December 14 after the last few hectic weeks ?

We had everything validated by the Occitanie League and the FFR. They have legal services, people who work on this, to see if there was an error, they validated everything for us. The democratic process continues. So, indeed, the election will take place on Saturday, the 14th, with a single list.

Is it really democratic ?

Yes, the clubs that come will be able to vote yes or no, in a voting booth, it's not a meeting place for friends, it's very serious. The election monitoring committee will be there, the bailiffs will be there. To check that everything is done properly. We're not the only department in France to have had lists invalidated…

The voting procedures

For the list to be validated, it must include: eighteen members, a doctor with a license for the year 2024-2025 placed before the 11th position, two women placed before the 11th position and finally, all members must hold a manager's license for the year 2024-2025 and have had the quality of manager at least once during the three previous seasons.
The electoral operations monitoring commission (CSOE), composed in particular of a judicial police officer and a justice commissioner, validates or invalidates the list.
On Saturday, December 14, the elections will take place between 9 a.m. and 11 a.m. at Béziers in the premises of the ASBH campus.

You are the outgoing president, how is the Hérault Committee doing? ?

We are on a committee that has a growth of almost 40% of licensees over three years (read opposite). This is thanks to the action of the work of the presidents, the volunteers, the clubs. There are people who have written on social networks that we are losing licensees, it could have been the case, I would have told you. But here, in this case, over the mandate, we have a nice growth. On the other hand, we do not fall asleep and we will support this dynamic.

Like the number of licensees in Hérault, end of June 2024. In June 2021, the number of licensees reached a total of 7,411. That is an increase of 36.6% in three years.

What will your actions be, if you are re-elected?

Our core project is really to focus on rugby schools. Until now, within the CD, we had three people who were in charge of this. We will increase to ten. Then, for the clubs, we want to create a toll-free number dedicated to licenses, transfers, match sheets, all that regal stuff.

It can be during the week, but it can also be when there is an emergency on Saturday and Sunday. There will always be someone who is available and who knows the rules. And then, we will launch a major plan to combat all forms of violence and addiction. Finally, we want to develop arbitration among young people that we want to support and put a human element back into the management of federal representatives.

You will also have a role to play with the Occitanie League ?

I will be the spokesperson for the Hérault clubs with the League. Because when you are president of a departmental committee, you are in fact on the League's steering committee. And clubs have asked me to take a more important place in the League and to bring things forward. They trust me to be able to bring their words to the League's steering committee and I am committed to that.

What is your goal for this next term if you are re-elected? ?

The key word is “Together, we go further”, I like this expression. It is also to try to unite all the energies that we have in this department. Today, we are the fifth department in France in terms of licensees. We have a strong dynamic, we have driving clubs: two professional clubs (MHR and ASBH), but also Federal clubs, like Jacou, Servian-Boujan, Agde, Palavas. We have to support this dynamic and, in terms of leaders, today, we are rather envied than pitied.
