Choosing how our taxes will be used ? Here is Gabriel Attal's new proposal

It's in a letter addressed A few days ago, Gabriel Attal proposed a series of measures to the heads of parliamentary parties (apart from the RN and LFI) in the form of an action pact for the French.Among the proposed measures, we find the establishment of a participatory tax, i.e. the possibility of earmarking part of one's income tax or a additional contribution on a freely chosen state budget mission“.

It is up to the taxpayer to decide &#8220 ;where does the money go” ?

Where does tax money go??” This is a question that millions of French people ask themselves every year during the summer, a time when tax notices are due (but also when refunds on excess amounts collected by the tax authorities!). As we know, taxes are used to finance public spending in society, to pay civil servants, to ensure the safety of citizens, to support schools, hospitals, etc. without forgetting an economic and social role.

But in order to allow everyone to answer (in part) the question “where does the money go“, Gabriel Attal's proposal would allow everyone to choose what would be used for, not all, but a small fraction of their tax. An initiative already in place in Italy in particular, with “l’otto per mille“, i.e. a portion of the income tax (0.8%) subject to the IRPEF, which the State distributes, on the basis of the choices made in the tax returns, between itself and the twelve religious denominations that have concluded an agreement.

At present, in France, taxpayers can deduct from income tax certain donations made to associations. In 2021, 5.9 billion euros were declared in the form of donations to the tax authorities.

With this new measure, each taxpayer could thus directly decide on the use of a portion of their taxes. A laudable initiative at first sight… but which has always been rejected, including a year ago by the former presidential majority. It concerned the possibility given to the taxpayer to earmark 5% of the tax to a budgetary mission of his choice.

It remains to be seen whether such a measure will (finally) be able to bring together a majority of the deputies of the National Assembly, elected during the last legislative elections on June 30 and July 7.
