Fraudulent vaccination passports: UPAC reaches 500 files

Four years after the start of the COVID-19 pandemic, UPAC continues investigations and indictments linked to false vaccine passports. Another administrative assistant was notably singled out.

According to information obtained by Radio-Canada, the Permanent Anti-Corruption Unit (UPAC) remains active in investigations related to fraudulent vaccine passports.

Nearly 300 criminal offense files are still being processed in court or served on offenders, reports the door -speaker Mathieu Galarneau.

These files are in addition to 186 others where the accused have already admitted their guilt, specifies -t-il.

There are also dozens of investigations still underway.

The latest indictment concerns an administrative assistant of a CISSS in Montérégie, Geneviève Laplante, accused of producing forgeries and unauthorized use of a computer.

According to the UPAC investigation, the accused fraudulently used a computer to create around ten false vaccine proofs.

The alleged crimes allegedly occurred between January 6 and February 12, 2022.

Reached by Radio-Canada, Ms. Laplante's lawyer was unable to comment.

Implemented in 2021, these vaccine passports were issued to millions of Quebecers in order to allow them in particular to attend businesses, performance halls, and to have the possibility of traveling to several countries while being exempt from quarantine. 14 days upon return.

UPAC investigations have to date made it possible to identify healthcare personnel and administrative staff in health establishments who collaborated in the production of fraudulent vaccine passports.

Dylan Fortin admitted her guilt on November 1 at the Saint-Jérôme courthouse and was sentenced to 18 months' imprisonment to be served in the community, with 24 months' probation, and a compensatory fine of $3,600 to pay in 24 months, reports Mathieu Galarneau of UPAC. If she fails to pay, she will have to serve 60 consecutive days of imprisonment.

The former deputy administrative office of the CISSS des Laurentides had used access linked to its function in order to produce false vaccination proof giving access to the vaccination passport issued by the government of Quebec.

The VaxiCode application

Two years ago, Investigation revealed the existence of a network of false vaccine passports which had managed to outwit the system thanks to the essential complicity of an employee who worked as a vaccinator, this time- here in a vaccination clinic in Montérégie-Centre. His position gave him access to the personal information of users who had made an appointment to receive a vaccine using the Clic Santé platform.

The employee could thus produce proof of vaccination for patients who did not need to show up. In some cases, she would also have provided proof of vaccination for a second dose, always without a vaccine having been administered.

The accomplices would have shared sums which could reach $3,000 per fraudulent passport, according to our information.
