Aging population, rising costs and salaries, “healthcare spending is increasing two to three times faster than national wealth”, recalls the president of Mutualité Éric Chenut.

“An increase that follows the health expenses assumed by mutual insurance companies” : Mutualité française, which represents nearly 500 mutual insurance companies in France (19.9 million people covered), confirmed on Wednesday the announced increase in the cost of supplementary health insurance in 2025.

An “inevitable” increase of +6%, or +5.3% on average for an individual contract, and +7.3% for group contracts. “We understand that people are wondering about this increase, but it is at the level strictly necessary to ensure the long-term protection of all”, states the president of the Mutualité, Éric Chenut, in a press release.

Aging population, chronic diseases, new prevention issues, rising costs… the reasons for the increase

Aging population, increase in chronic diseases, legitimate increase in the fees of health professionals… “healthcare spending is increasing two to three times faster than national wealth” and“mutual insurance companies are adjusting their contributions to continue to protect people's health with responsibility, solidarity and fairness, the increase in contributions was decided at the general meeting in light of expenses and transfers of charges“, says the Mutualité française, with figures to back it up.

For expenses: the number of people over 65 has increased by +26% in ten years, 30% of the population suffers from a chronic illness, the consultation with the general practitioner has increased by +5 euros since October 2023.

2025 was also supposed to be “an exceptional year, with a call for the transfer of charges included in the social security financing bill”, recalls the Mutualité.

If the PLFSS has fallen, the future remains unclear. It constrains “mutual insurance companies, non-profit, to adjust contributions”.

According to a survey by Drees, also published on December 18, for 100 euros of health contributions collected, 81 euros are reimbursed to members.

What impact on the monthly budget?

An average increase of +6%, what does that mean? “On average, the increase will be around 4 euros per month per person”, details the Mutualité française.

A never-ending headlong rush?

Is the increase in contributions, which has accelerated over the past three years, engaged in a headlong rush? In any case, it is not conceivable to see it stop, explains the Mutualité française, which reports “new healthcare expenses to come in the coming years”.

It is also planning to continue the “increase in the prices of more expensive healthcare and treatments”: +1.6 billion of euros.

Prevention too, with “funding for oral examinations for those under 25, and preventive treatment for bronchiolitis”.

The Drees study, which ends in 2023, with already an increase of +6%, reports the “highest rate of increase in health contributions since 2012”. Which did not prevent “the complementary organizations from being in deficit in 2023”.

France, an exception?

“The systems are very different, it is difficult to compare the cost of mutual insurance”, explains the Mutualité, which has difficulty establishing a comparison with our European neighbors.

On the other hand, it specifies that “the remaining charge on health expenses after the coverage of compulsory health insurance and supplementary health insurance is of the order of 7%”, is “the second lowest level in OECD countries”.

Which does not mean much on an individual level: “The remaining cost for a patient with a long-term illness is on average 840 euros”, specifies the French Mutualité, and “more than 10 million people have benefited from equipment with no remaining cost”.
