In Aveyron, 8.4% of housing is now prohibited from renting

This is a measure aimed at combating thermal sieves, these poorly insulated homes leading to excessive energy consumption. As a result of the Climate and Resilience Act dating from 2021, since January 1, 2025, homes classified as G in the Energy Performance Diagnostic (DPE) are prohibited from being rented. According to the Hello Watt platform, a specialist in the issue of energy savings, 8.4% of Aveyron's housing stock is affected. This would be the 19th department in France with the most G-rated homes. More generally, the south of the Massif Central ranks as a poor performer on average. Since Cantal would have 50% of its homes categorized as energy sieves (classified F or G in the DPE) and Lozère 49%, again according to Hello Watt. Concerning Aveyron, Yassine Abdelouadoud, an independent researcher specializing in energy transition, released a study at the end of 2022, counting around 35,000 thermal sieves in the department, or 27% of the housing stock.

F-rated housing prohibited from rental in 2028

Even if 52% of poorly insulated and high-consumption housing is apartments, they are nevertheless under-represented in the thermal sieve category since they constitute 60% of the stock. This may explain the high number of housing with a poor DPE score in the Massif Central, more renowned for its old stone houses than for its many new buildings. In the majority of cases, thermal sieves are heated by electricity (52%) and were built in the 1950s. To put an end to this situation, two main avenues must be explored: changing the heating system or better insulating the property. In the latter case, insulating the walls from the outside or the attic are two preferred options. In all these cases, numerous aid schemes have been set up, particularly by the State, to support owners and tenants of such housing.

One thing is certain, the legislation is set to become even stricter in the years to come. In 2028, F housing will be prohibited from renting and this will be the case in 2034 for E housing.
