Homes were covered in dark mud and the force of the landslide swept away cars, corrugated iron sheets and other debris around the disaster area.
The Indian Army said more than 200 soldiers had been deployed to the disaster site to help search for survivors.
The Indian Prime Minister's Office said victims' families would be compensated 2,200 euros.
