The Audiovisual and Digital Communication Regulatory Authority (Arcom) has, among other things, taken over the prerogatives of Hadopi. And it is in this sense that this organization is in charge of the fight against piracy in France.
Roch-Olivier Maistre, its president, was questioned this Wednesday, October 16 by the Senate Culture Committee. He notably returned to the efforts of Arcom for several years with the blocking of 5,000 illegal sites. This has even tended to intensify since the beginning of the season, especially since we have seen that the broadcasting of illegal streams and the use of IPTV are exploding. Thus, 510 pirate portals have been blocked in France in this context.
” Exorbitant prices fuel piracy “
Will this method be enough to annihilate this phenomenon? Not necessarily according to the manager. Quoted by Le Figaro, he specifies:
But we can see it clearly. When there is an offer at a balanced and reasonable price for the consumer, piracy, I was going to say, disappears. In music, it is very clear. Piracy has melted like snow in the sun because we can access a quasi-universal offer for a reasonable price. When we are on exorbitant prices, it is certain that we fuel piracy.

Of course, Roch-Olivier Maistre does not name him, but his comments quickly make us think of DAZN. The sports streaming platform has been heavily criticized for its overly expensive rates since its arrival in France. Since then, it has been trying to rectify the situation with a few promotional offers. Moreover, the service will allow subscribers to subscribe for 30 euros per month for two screens (i.e. 15 euros per person) from October 27. It remains to be seen whether this will be enough.
Working on the legal offer
The statement by the head of Arcom ultimately echoes the opinion of many other observers. To cite just one example, Benoît Grunemwald, a cybersecurity expert at ESET, believes that cracking down on piracy using technical means will not be enough. He recently stated that lowering the prices of legal offerings could be the solution. He cited the example of video games:
There was less piracy when games were cheaper, more accessible, especially with free versions.
