In an interview with Le Parisien, the Minister of Public Accounts assures that the 2025 budget, which she hopes to finalize, will, however, provide for tax increases for large companies.
Starting this Monday, January 6, Amélie de Montchalin, the new Minister of Public Accounts, will begin to meet with all the political parties to try to finalize a 2025 budget, which could not be finalized with the censure of the Barnier government. As required by the constitution, it is the 2024 budget that was renewed, through the special law. But until when? ?
“The special law is not sustainable”, assures the minister in an exclusive interview with Parisien. The 2024 budget does not correspond, she insists, to the needs of 2025. And a compromise budget with the parties “will not be that of the right, nor that of the left or the center”, she explains, in a word, “it will not be the ideal budget of a party”.
“We are still missing about ten billion euros in savings”
However, the new tenant of Bercy assures us: there will be “no new or increased taxes that would penalize the purchasing power of the middle class”. The effort required will come from large companies, for which there will indeed be an increase in taxes. And probably also “less tax relief and a better tax contribution from wealthy households”.

With an ambitious objective: to have a deficit that, at the end of the year, will not exceed“significantly the 5%”. And the 2025 budget must be adopted before the beginning of March. At the latest.

The urgency is great. “After this deadline, without a budget, 600,000 new taxpayers risk paying income tax according to the latest figures, and the tax of those who already pay it will increase”, insists the minister.
The urgency is also great for the economy, which cannot wait for politicians to reach an agreement. “Due to a lack of budget, companies are waiting, they are not hiring, they are not investing anymore. This is slowing down growth and jeopardizing employment. France is not going to make do”, she insists.
The tax on plane tickets will be “kept”
Amélie de Montchalin confirmed that she wanted to “keep the tax on plane tickets”, a measure “of fiscal and ecological justice”, she specifies. Furthermore, to reduce the State deficit, an increase in VAT is “not an option under consideration”. On the other hand, she continues, “existing taxes must be paid by everyone”, announcing that she wants to “actively fight against systems of tax over-optimization and fraud”.
