Registration certificate: this price change will make people grind their teeth on January 1, 2025

The cost of the registration card varies from one region to region in France and each community has the freedom to set its own rates according to its budgetary and political priorities. This flexibility allows regions to adapt automobile taxation to their specific needs, whether to support the ecological transition or to meet citizens' expectations.

However, this disparity can also create inequalities for motorists who find themselves faced with very different registration costs depending on their place of residence. Among the regions that do not hesitate to take advantage of this possibility, there is Normandy, which stands out with a significant increase in the price of the fiscal horsepower, which will place it at the top of the rates in France from 2025.

The most expensive region in France

Normandy is therefore preparing to become the French region where the fiscal cost of the registration certificate will be the highest from January 1, 2025. This decision follows a previous increase in the regional tax on vehicle registration documents already implemented this year. The Normandy region will thus officially overtake Brittany and Burgundy-Franche-Comté in terms of pricing.

In concrete terms, the tax on the registration of a vehicle in Normandy will increase from 46 euros to 60 euros per tax horsepower – which is none other than the current legal ceiling. This increase will have a direct impact on the cost of registering vehicles. For example, for a vehicle with 6 tax horsepower, the price of the registration card will increase from 276 euros in 2024 to 360 euros from 2025.

However, electric vehicles will continue to benefit from an exemption from this tax in the region, in line with the policy aimed at encouraging the adoption of less polluting vehicles. Virginie Carolo-Lutrot, vice-president of the Normandy region, justifies this decision as one of the rare margins of maneuver available to deal with the reduction in the regional budget while supporting ecological transition policies.

Generalized increase in costs

Compared with other French regions, Normandy will clearly be the bad student of 2025 for future motorists. Corsica will remain the least expensive region with a rate of 27 euros per fiscal horsepower, followed by some overseas regions such as Mayotte and Martinique (30 euros). In mainland France, Hauts-de-France has the most competitive rate at 36.20 euros.

The year 2025 will also bring other significant changes for French motorists. The conversion bonus could be replaced by new aid such as social leasing. The budget allocated by the State to aid for the purchase of electric vehicles will be reduced by a third and would go from 1.5 billion euros in 2024 to 1 billion in 2025.
