The reform of the active solidarity income (RSA) has been generalized to some 1.8 million beneficiaries since this Wednesday, January 1, 2025, after having been tested since 2023.
The active solidarity income (RSA) system is changing. From now on, as of this Wednesday, January 1, 2025, all beneficiaries of the aid will be automatically registered with France Travail.
This reform has previously been tested in around fifty departments since spring 2023.
“This registration is now mandatory and automatic for all RSA applicants and their spouses, including those who are working”, describes the Caf website.
Major change: payment of the aid becomes conditional on the completion of 15 to 20 hours of weekly activities. These actions will be specified, with the reference organization, in a engagement contract.

These 15 to 20 hours of activity cannot be voluntary work carried out outside the framework of the labor code, specifies the servicepublic.fr website. This may include: an immersion in a company to refine one's professional project; obtaining a driving license; completing procedures to access rights; participating in activities in the associative sector.
The beneficiary must also update their details each month with France Travail.
New sanction
This new measure will be mandatory for all people receiving the RSA. A new sanction will come into force in the first half of 2025 to enforce it. This is the “suspension-remobilization” device. If the beneficiary does not complete the planned hours of activities, the payment of the allowance will be suspended.
