Emmanuel Foster was then subject to a five-year supervision order, during which he failed to comply with all of his conditions.

At the end of the 2000s, while undergoing hormonal treatment, he left the residence where he was assigned. He took advantage of a 15-minute exit right to evaporate into nature. His run will end after a new arrest.

His surveillance order — and the psychological follow-up that followed him&#x27 ;accompanies — ended in 2014. Less than 4 months later, the pedophile found himself again in a public swimming pool. He also kept young boys aged 10 and 11, earning him a further six-month prison sentence.

In addition to hormonal treatment aimed at reducing his libido, Foster underwent several therapies which did not allow him to control yourself.

Nothing happens. Emmanuel Foster admitted to psychologist Lamontagne that after his arrival in Quebec, he consulted child pornography compulsively.

He indulges in his vice every day. During the week, he consults and exchanges files two to three times a day, which takes up up to 1 hour 30 minutes of his time, daily.

On weekends, he can devote up to 12 hours a day to his deviant passion.

During his evaluation by the psychologist, Foster confessed having paid for sexual services while traveling. He even adds that he was suspected of sexual offenses against minors, without having been formally accused.

He specifies that they were adult prostitutes, but not to be completely certain, because he never took steps to ensure this, we can read in the psychologist's report.

Faced with all these worrying elements, prosecutor Me Geneviève Corriveau requested that Foster be sentenced to an indeterminate term, which only a dangerous offender can be imposed.

A statistical report from Public Safety Canada indicates that there have been 137 people designated dangerous offenders in Quebec, between 1978 and 2021.

Judge Christian Boulet declared Emmanuel Foster a dangerous offender, but chose to impose a 10-year supervision period following a sentence detention of 8 years.

The magistrate ruled out the imposition of an indeterminate sentence, due to Foster's age, having just turned 50.

The judge justifies the less severe measure by the reduction in risk according to the estimated age of the accused at the time of his return to the community.

Emmanuel Foster's name will be placed on the sex offender registry for the rest of his days. The Court also prohibits him for the rest of his life from going to public places frequented by children, such as parks and public swimming pools.

During the legal process, he indicated his intention to settle in the Montreal area at the end of his sentence, to participate in a treatment program for Correctional Service of Canada or other specialized organizations.
