Holt and 18 other ministers were sworn in at a ceremony in Fredericton.
The ministers included John Dornan of Health, Claire Johnson of Education, René Legacy of Finance and Rob McKee of Justice.
Francine Landry, the MLA for Madawaska Les Lacs-Edmundston, became the first francophone woman to be sworn in as Speaker of the Legislative Assembly.
Accompanied by her husband and three young daughters, Holt thanked all those elected to the Legislative Assembly before her.
Holt’s Liberals ousted Blaine Higgs’ Progressive Conservatives in last month’s election, winning 31 of the 49 seats in the legislature. The Progressive Conservatives have 16 seats and the Greens have 2.
