The social landlord Habitat du Gard announces, for the first time, an unbalanced budget and alerts the public authorities

Le conseil d’administration d’Habitat du Gard a voté à l’unanimité pour la première fois, un budget en déséquilibre.

The board of directors of Habitat du Gard, chaired by Laurence Barduca-Fauquet, announced that it had voted, for the first time in its history, an unbalanced 2025 budget.

In a press release, the leading social landlord in Gard stated that this “unprecedented situation was caused by an accumulation of external constraints”, over which it has no control.

The consequences linked to the implementation in 2018 of the renewal of the solidarity rent reduction (RLS) combined with a significant increase in the CGLLS contribution (contribution due to the social rental housing guarantee fund) are thus highlighted

The RLS is a mechanism that allows the State to significantly reduce APL. Which forces social landlords to lower their rents.

“We refuse to postpone urban renovation projects”

The social landlord announces a loss of €4.9 million in revenue in 2025. A loss that is added to the deductions of previous years.

The sharp increase in the Livret A rate is also highlighted, which increases financial costs.

“Today, we refuse to cut maintenance expenses or postpone urban renovation projects because residents are waiting for improvements. We are therefore obliged to adopt this unbalanced budget”, announces the council d'administration.

“It is also a political act intended to alert the public authorities that in the absence of a real social housing policy, social landlords, due to the constraints imposed on them, risk hitting a wall”, specifies the president of Habitat du Gard.

Habitat du Gard is today more than 15,000 social housing units in 76 municipalities in the Gard.
