On December 28, 2024, the President of the Republic announced the creation of a high commission for child protection starting in January.

“Protecting the youngest is at the heart of my commitment. It will remain so for the next thirty months,” declared Emmanuel Macron on his social networks this Saturday.

For several weeks, child protection associations have been worried that such a portfolio would not be part of the Bayrou government. This will soon be a thing of the past, the President announced. In January, a High Commission for Children will be created.

This High Commission will be created in the coming weeks. According to information from Figaro, the name of the person chosen to take charge of this high commission will be announced in January.

What is a high commission for ?

Before Emmanuel Macron, only Nicolas Sarkozy and Charles de Gaulle had appointed high commissioners. The President of the Republic had already created a high commission for pension reform, then for planning.

The purpose of such a body is to “highlight the importance given to a particular issue”, notes public law professor Marc Frangi to Figaro. A tool also used to manage formerly colonized or overseas territories, such as New Caledonia and French Polynesia.

The purpose is to focus on a specific issue, allocate a budget to it, and allow it to coordinate public authorities. Generally, the High Commissioner is under the authority of the Prime Minister.

The forgotten childhood of the new government

As a reminder, the outgoing Minister Delegate for Family and Early Childhood Agnès Canayer was not reappointed within the new government. Although a Minister for the Family has been appointed, in the person of Catherine Vautrin, who is also responsible for Work, Health and Solidarity, nothing has been planned for children until now.

This is why around twenty associations expressed their concerns through the “Dynamics for the rights of the child”. They deplored the increase in child poverty and the need to combat sexual violence against minors.
